Most Deaths from Hurricane Harvey Occurred Outside Flood Zones

Researchers at Delft University of Technology in the Netherlands and Rice University in Texas have found that most drowning fatalities in Texas due to 2017's Hurricane Harvey occurred outside flood zones. The study was published in the European Geosciences Union journal Natural Hazards and Earth System Sciences. The 100- and 500-year floodplain is in a low-lying area near rivers and streams that is designated by the government as at higher risk of flooding.
